Dual-use research
Knowledge that can serve both helpful and harmful ends, often by the same method.
The chemistry that makes fertilizer also makes explosives, and a course in picking locks serves the locksmith and the burglar equally. Dual-use research is knowledge like that. Virology is the standard example: the work that develops vaccines also explains what makes a virus more dangerous. For AI, it is why misuse filters are hard to build. A question about how a disease spreads can come from a public-health student or from someone planning harm, and the words on the screen can be identical.
Why it matters
A filter strict enough to stop every harmful request also stops legitimate scientists, and one loose enough for them risks letting some harm through.
